In my case Spotify had a blank value for Output device.Default is what Windows is currently using. I can get the web player to work if I restart the computer and start playing on web player only. On my phone, Spotify is not connected to any devices. If you have no idea where to get a regedit, type regedit in the search menu and open it. It's a fresh install and has never been installed on this computer before.
